Woods lived in Seattle. After the Cordyceps brain infection outbreak, he grew discontented living under FEDRA's control in the quarantine zone and decided to join the Washington Liberation Front to fight against them. Woods was a capable soldier, rising in the ranks to lead his own unit.
The WLF leader Isaac Dixon tasked Woods with hunting down WLF deserters Ji-So Huang, Andre Dominguez, Chris Marsh and Adam Peters. Isaac informed Woods they had stolen weapons, so was advised to deal with them cautiously. While Isaac preferred for them to be captured alive, he gave Woods permission to kill them should the group prove hostile.[2]

In 2038, Ellie Williams finds Isaac's note mentioning Woods while searching for Abby Anderson.[1]
