At some point after the Cordyceps brain infection outbreak, Hugo was in the Seattle quarantine zone and disliked living under FEDRA and the military's rule. He joined the militia group known as the Washington Liberation Front and worked under the leaders, Jason and Emma Patterson. He tended to distribute anti-FEDRA propaganda. Given, unlike the other leaders among the WLF, Hugo's actions were quite tame, Sergeant Ward did not consider him a priority target like he did other members. Regardless, he was still wanted for his crimes.[1]
