Not much is known about Arthur Monroe's early life. Monroe was the Attorney General of the United States Department of Justice during the time of the outbreak. Given his position and involvement in the policy of the quarantine zones, he is affiliated with FEDRA.
When the outbreak began spreading throughout the world, the United States military began search efforts to find survivors. Although, according to a newspaper clipping, Attorney General Monroe "made it clear" in a letter that the military has called off its search efforts.[1]
