Earl is a minor character in The Last of Us Part I. He is one of the technicians of Jackson's hydroelectric dam. He worked alongside Houser and several other men.[1]

At some point after the Cordyceps brain infection outbreak, Earl and his family became members of the community at Jackson, Wyoming that was run by Maria Miller. He is among those who tend to the operation of the nearby hydroelectric dam.
Events of The Last of Us Part I[]
During the fall of 2033, Earl was working on the hydroelectric dam with Houser and a group of other men. While Tommy and Maria were leading Joel and Ellie on a tour of the dam, Earl was seen standing around, waiting for Houser and the crew to relieve him. Maria tried to convince him to go see his family, but Earl insisted he could wait a couple more hours.
Earl's fate remains unknown following the bandits' attack on the plant, as he was not seen again.[1]
