Major Banks is a character mentioned in The Last of Us: Left Behind. He was a senior military officer stationed at the Boston quarantine zone during the summer of 2033.

At some point, Banks was commissioned as an officer in the Federal Disaster Response Agency (FEDRA), eventually promoted to the rank of major. He was stationed at the Boston quarantine zone during the summer of 2033.
He was Sergeant Winston Asher's commanding officer. Sometime during June, Asher wrote a letter of complaint to Banks regarding the number of civilians sneaking through Liberty Gardens mall from the recently abandoned Hartford QZ, with many being infected and becoming runners that Winston was forced to kill. He wanted Banks to provide more patrols and supplies even though they were running low on food. Winston considered Banks incompetent as a leader, complaining in his letter that the major would only ignore his warning.[1]
Major Banks ultimately did not take any action to clear Liberty Gardens, and it was infested. This indirectly resulted in the death and infections of Riley and Ellie, respectively.
