Background[]
Roger was a resident in Seattle. Discontent with living under FEDRA's rule, he joined the Washington Liberation Front and served under their leader, Isaac Dixon, to fight against FEDRA's control over the quarantine zone.
During the conflict, Roger came into conflict with Isaac, disliking his aggressive methods and the deaths it caused, especially on the WLF side. Isaac respected Roger's concerns but insisted the WLF had to strike FEDRA hard, especially as their efforts had led several soldiers to defect to the WLF's membership. Isaac insisted that allowing Lieutenant Carmelo Torres to escape and regroup would be worse than attacking and killing them. Despite their arguing, Isaac insisted Roger had grown into a capable soldier and possessed the qualities to one day be a great leader in the WLF.[1]

In 2038, Ellie Williams finds Isaac's letter mentioning Roger while searching for Abby Anderson.[2]
