Jiao lived in Seattle under FEDRA's rule after the Cordyceps brain infection outbreak. They were friends with Bo, though fell out with him after he joined the Washington Liberation Front and helped run a ration operation with his comrade Mei in the Jasmine Bakery shop.
Mei suspected Jiao was a FEDRA collaborator because, after Jiao left, FEDRA raided the shop, ruining the pair's efforts to run their ration operation.[1]
Events of The Last of Us Part II[]
In 2038, Abby Anderson comes across the shop when searching for Owen Moore. She finds Mei's note that mentions Jiao.[2]
