At some point after the Cordyceps brain infection outbreak, Luis lived in the Seattle quarantine zone and disliked living under FEDRA and the military's rule. He joined the militia group known as the Washington Liberation Front and worked under the leaders, Jason and Emma Patterson. He smuggled goods in and committed what Sergeant Ward deemed acts of terrorism within the city.
His illegal activities within the zone saw Ward place him on the military's watchlist of known agitators and criminals active within the city. The military, under Lieutenant Carmelo Torres's leadership, eventually found and killed Luis for his crimes.[1]
