The torn notes are two paper notes in Fallout 76, introduced in the Skyline Valley update.
Location[]
The two notes can be found southwest of Grindstone Arch, at a picnic on a cliffside, above where a skeleton has fallen holding the proposal note. To find it, search just below the mountain directly above the turkey icon on the world map (Treetop lookout).
