Tattoo parlor is a paper note in Fallout 76.

The note can be found on a table between two lawn chairs in the destroyed remains of a tattoo parlor to the southeast of the Charleston Herald building in Charleston. It will be along the Fire Breathers' training course route as it turns back to the start of the course.

We used to get so many people who worked in the capitol building, coming through, getting tats in places you could cover up with suits or blouses or whatever.
