The note is added to the player character's inventory after being given it by Doctor Loris during Overseer, Overseen, if the player character agrees to their plan.

In my professional opinion, Head Engineer Brass is suffering from delusional behavior. Extreme paranoia and mood swings. Revenge fantasies targeting members of the medical staff.
Isolation and sedation are the recommended course of treatment. Full authority for his care should be given over to me.
With the Overseer's approval, we can begin Brass's healing process immediately.
