The note can be found at Van Lowe Taxidermy, on the front desk near the cash register, within the package for Calvin van Lowe. It can be placed on the green conspiracy board with chalk on it in the Grafton Pawn Shop.

MORGANTOWN. The wife and children of Emmanuel Tillings express profound sorrow at the passing of their beloved husband and father. A tireless government worker, he always had a friendly smile to all truckers passing through Morgantown. Though the weigh station has now been closed, we are collecting donations to erect a small monument for him at that site. He will be missed.
