Emilia Harcourt was a Russian-American NSA and A.R.G.U.S. agent who worked with Amanda Waller in order to monitor the Suicide Squad. However, she was revealed to be a spy for the terrorist organization known as The People. When Waller was killed by Deadshot, Harcourt took control of the most powerful military might in America, until Waller was resurrected by the Enchantress and shot Harcourt in the head, killing her. However, Harcourt was later revived by Waller using the Lazarus Pit during the Dawn of DC.
Emilia Harcourt was created by Rob Williams and Jim Lee, first appearing in Suicide Squad (Volume 5) #2 (2016).
