Got my name from all them dollar bills linin' my pockets back in the day... I was a regular millionaire, I tell you what.

Johnny Bills is a caravan guard for the Blue Ridge Caravan Company in Fallout 76, introduced in the Expeditions: Atlantic City update part one, Boardwalk Paradise. He is currently stationed at the Blue Ridge Bunkhouse in Appalachia, where he also sells some items.

Background[]

Johnny has been working with Blue Ridge since its days as a pre-War trucking company, and was hired by Joanna Mayfield's grandfather.[1] Before the bombs dropped, Johnny received his nickname due to his high debts and the "bills" he owed others. Although his debts were eliminated in the apocalypse, Johnny still prefers this being a secret,[2] and he enjoys telling others he used to be a millionaire instead, though he does not get upset if someone sees through his bit.[1] His number one tip for survival in the wasteland is to try to cooperate with other people, and to participate in trade, as "commerce is still king,"[3] Johnny is well aware of the power of caps to transcend inter-faction disagreements, which he makes references to in a sarcastic fashion.[4]

While off-duty, Bills once went on a caravan trip coordinated by Blue Ridge and guarded by Libby Wen. It was the second caravan in which Edgar Blackburn joined the group.[5] As of 2105, Johnny considers himself too old and not fit enough to guard caravans by himself anymore, but he still takes the opportunity to share his knowledge and experiences with younger caravanners.[1] His assignment at the Blue Ridge Bunkhouse still has him handling shipments alongside other Blue Ridge workers,[6] and he will even offer some odds and ends to sell, although he will direct those looking to do major trading toward Foundation and the Crater.[7]

Johnny is partial toward the Settlers of Foundation, though he does see them as rather naive.[8] He also recommends stopping by and visiting the charitable Responders at the Whitespring Refuge;[9] he also sees the Crater as a decent place to potentially earn a profit, if one has the necessary grit to deal with the Crater Raiders, otherwise they may lose much more.[10] However, Johnny strongly recommends against dealing with the Brotherhood First Expeditionary Force at Fort Atlas, and he is not fond of them at all; as Joanna Mayfield has cautioned against interacting with them, Johnny believes the Brotherhood to be "bad news."[11]

Overall, Johnny is good-natured and friendly to fellow travelers[12] while also being self-aware of his status as an old timer, humorously calling himself a "pre-War dinosaur."[1] He is welcoming and joking with newcomers[13] while also holding respect for fellow veterans of guarding caravans.[14]

Other interactions[]

  • With an Intelligence of 4 or above, the player can point out that Johnny being a millionaire does not add up, at which point he will admit the nickname comes from his pre-War debts.[2]
  • If one asks Johnny about work opportunities, he will direct them to the Blue Ridge base at Big Bend Tunnel (the site of Event: Riding Shotgun), and will mark Big Bend Tunnel East on the map, if it has not yet been discovered.[15]

Johnny Bills appears only in Fallout 76. Previously only mentioned in a note introduced in the Steel Reign update, Johnny was introduced as a full character in the Boardwalk Paradise update.

The Whitespring is home to the Responders and all other sorts... plenty of places to do business there. You can find them at that fancy golf course. There's also them Brotherhood of Steel, but uh... Well, we don't get along so well, and we keep our distance. I'd reckon you ought do the same."

    Johnny Bills: "Well, the Whitespring is a big fancy hotel from way, way back. For a while, it was a ghost town of robots and Feral Ghouls. But not too long ago, the Responders-- a group created to assist those in need after the bombs-- well, they took over the place. Turned into a sort of hub of commerce and wasteland assistance. Definitely stop by. Friendly folks and safe shelter. Can't ask for much more now, right?"

There's a real cheery fella named Vinny Costa that can set you up with work. Ain't the most glamorous job, and it's a fair hike from here, but we'll pay ya right. I'll mark it on your map, just in case."
