At the SXSW festival in March 2022, Harley Quinn show-runner Patrick Schumacker announced during the "Not Kidding Around: Warner Bros. Animation and the Reimagining of Iconic Characters for an Adult Audience" panel that development was underway for a spin-off featuring the character of Kite Man in the lead role.[9]

According to Schumacker, Noonan's will follow Kite Man as he buys Noonan's Bar, the infamous hangout spot for hitmen and henchmen in Gotham which has appeared in a few episodes of Harley Quinn. "He tries to run the bar by himself but it doesn't turn out so easy," Schumacker revealed. "We have Harley Quinn and Poison Ivy appear in the first episode, but after that we have with different goons and villains appearing every episode like Lex Luthor and Bane. It will be kind of like 'Cheers' for supervillains."[6] It was later revealed that the series would follow Kite Man as he teamed up with and bought the bar alongside new love interest Golden Glider as the two would run the bar together while funding their venture by taking part in criminal activities.[10]

Harley Quinn co-creators Justin Halpern and Patrick Schumacker has confirmed that while they helped write the pilot episode, they will take a step down from the show, overseeing things solely from an executive producer role while other Harley Quinn con-creator Dean Lorey joined by Saturday Night Live!" writer Katie Rich will serve as showrunners. They also confirmed that the title of the show may change as things develop and that Bane will serve as a series regular on the show.[7] This was proved to be right as in June 2023 it was announced that she title of the show had changed to Kite Man: Hell Yeah!, paying homage to his catch-phrase.[11]

On September 14, 2023, the same day as the release of the Harley Quinn Season 4 finale, the official teaser was released.[2]

On July 1, 2024, the official trailer was released.[5]
