Bill is a member of the Blood Eagles in Appalachia.
Background[]
Bill created a prison for captives at the Sludge Works. Although he created a clever sign and propped up the contraption on cinderblocks, he forgot to add a floor, allowing prisoners to simply slide underneath and run away. Britt lambasted Bill for this mistake, calling him a dumbass.[1]
