I remember a few years ago running some display campaigns through a different platform than Google and looking at the credit card audiences we could targeted. It was some of the most granular individualized segments I've ever seen!

Fun fact - credit card companies have to aggregate / anonymize data in Canada. I also would imagine the difference is terms of use. With credit cards, there is the long document nobody reads that comes with it and informs the user of how their information will be used. No such thing when clicking on an ad.
