Position Description

The Budget Director is responsible for developing and managing the financial planning and implementation of Universal Services budget and capital fund. Further responsibilities include preparing the annual operating budget and operating expenditure forecasts; revenue management; and preparation of recurring financial reports. This position works closely with the Director of Business Operations and Harris County Office of Management and Budget.

Job Duties:

  • Develops, evaluates, and monitors the department's multi-fund budget. Primary responsibilities include analyzing financial information, making recommendations, estimating expenditures, and working with management to provide accurate, timely and useful financial information in support of the department mission.
  • Responsible for all budget related items such as Budget Transfer for All Funds, Maintain Structure of Department Fund Accounts, and Budget Entry.
  • Coordinates and administers the activities necessary for completion of the County's annual budget process, which include general, capital, and special revenue funds.
  • Advises department of any budgetary policy requirements, as well as ensuring proper budgetary processes, amendments, and other changes.
  • Manages Pre-Purchasing Application (PPA System) requests to uphold budget adherence within Harris County guidelines, Generally Accepted Accounting Practices (GAAP), and prudent spending practices, while facilitating necessary budget adjustments.
  • Consolidates and analyzes department's budget with actuals spending and availability of all funds on a monthly basis. Presents budget and variance analysis, budget availability for all funds, budget issues and concerns with leadership at the end of each fiscal month.
  • Prepares Commissioners Court letters for new positions and funding associated with MOU, Capital Improvement Program (CIP) and Grants.
  • In consultation with the Chief Operations Officer, acts as liaison to Harris County's office of management and budget.
  • Management may, at its discretion, assign, or reassign duties and responsibilities to this job at any time.

Requirements

Education:

  • Bachelor's in Finance or Business Administration or other related field.


Experience:

  • 7-10 years of related experience.
  • Additional experience is needed in life-cycle management and infrastructure planning and operations.
  • Leadership experience should include 5 to 7 years in managing multiple, large cross-functional teams or projects, and capability to influence senior level management and key stakeholders.


Knowledge, Skill & abilities (KSAs):

  • Good knowledge of MS Excel including advanced tools and formulas, complex tables, and charts.
  • Must have excellent verbal and written communication skills.
  • Must have good strong knowledge of computer skills and an understanding of budget and finance software.
  • Must have a clear understanding of accepted accounting practices.
  • The ability to multi-task and work on several different projects at the same time is preferred.
  • Must have excellent interpersonal skills.
  • Posses superior analytical skills, as well as strong reasoning and judgment abilities, is essential.


Licensure:

  • Valid Texas issued driver's license.

Education:

  • MBA preferred.

Certification:

  • Certified Public Accountant preferred.


General Information

Position Type and Typical Hours of Work:

  • Full-Time, may be required to work more than forty hours during the workweek or on weekends when special projects or deadlines need to be met.


Working Conditions, Mental and Physical Demands:

  • The Budget Director is required to work from the office five days a week during a 90-day probationary period.
  • Following the probationary period, the Budget Director may have the option to work remotely for one out of the five workdays each week.
  • Typically, an office environment with adequate lighting and ventilation, and a normal range of temperature and noise level.
  • This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • Minor physical effort required, must be able to lift at least 20 lbs. and/or move boxes and equipment as needed.
  • Subject to kneeling, crouching, handling, climbing, walking, sitting, twisting, and reaching are needed to perform the essential functions.
  • Regular application of basic skills (calculator, keyboard, hand tools, eye/hand coordination)
  • May drive a vehicle on County business for travel to other locations for meetings and other front line service needs.


Employment may be contingent on passing a drug screen and meeting other standards.
