Power lines only have so much electricity transfer capacity, so when a particular area within your city requires more electricity than your power lines and electrical cables can deliver, your city will encounter an electricity bottleneck, causing buildings in the affected area to lose power.
So, to fix and prevent further electricity bottlenecks from occurring, you'll need to provide more electricity connections throughout your city.
Electricity bottlenecks are typically best dealt with by placing additional Transformer Stations in the areas of need -- these must be beyond the bottleneck -- and then connecting your power plant directly to them with powerlines. This will free up the bottlenecked connection, restoring an efficient flow of electricity back into your city.
