Starters not starting franchise mode madden 24

Starters play one play then subed out turned auto sub all the way down still happens. Does it on both sides the ball have the stars on both but everyone else gets subed out

Is this at the end of the season?  I saw this then I switched practice from Full Pads to half pads, moved back-ups to getting points vs. Starters or switched to split.  Could this be the problem?
