As the map above points out, you find Dandelion Seeds by going southwest of Starfell Lake, at the Stormbearer Mountains, and west of Starfell Lake on the shore of a cliff near Cider Lake. They’re also around the grassy city perimeter of Mondstadt itself.

Once you reach a Dandelion, you’ll notice that hitting it doesn’t drop the seeds. Instead, get an Anemo (wind) character on your team; someone like Venti or Heizou would work perfectly. Your Traveler protagonist will also work if they’re equipped with Anemo powers. Now, use a wind attack to drop the Dandelion Seed. The once pretty flower now looks like a shell of its former self, but at least you have the resource you’ve been looking for.
