The Sr. Talent Manager creates, develops, and manages recruitment and retention strategies, ensuring that Harris County Universal Services build a diverse, committed, and visionary workforce who together to optimize service delivery and generate efficiency.
This position ensures the department is adequately staffed with suitable, committed staff and that employees are engaged, well-trained and productive so they can provide best in class innovative, data-driven, digital, constituent friendly, and sustainable solutions for Harris County residents, departments, and stakeholders.
Work closely with division hiring managers, and other key stakeholders to understand departmental needs and align recruitment efforts accordingly.
Develop cutting edge hiring managers training and education, drive attraction of best talent and deliver a positive candidate experience.
Leverage data to drive operational efficiency in recruiter productivity (time-to-fill, cost-per-hire, etc.) training and technology.
College Recruiting & Pipeline Programs:
Develop and execute a comprehensive early career strategy to engage & attract top-tier talent.
Recruitment Marketing:
Work closely with our communications team to enhance & promote a compelling employment brand narrative that resonates with potential candidates & reflects HCUS Core Values.
HCUS Training Program:
Responsible for the design and delivery of programs that support enterprise learning, leadership and organizational development, talent management.
Responsible for supporting key culture and change initiatives, as well as supporting the design and build of innovative initiatives including the transition to a Skills Based Organization, build of a Talent Marketplace, and design of Career Journey Program.

Requirements
Education:
Bachelor’s degree in human resources, Business Administration, Social Work, or a related field.
Experience:
Proven experience (10 years) in talent acquisition, preferably in the Information Technology sector.
Knowledge, Skill & Abilities (KSAs):
Ability to manage multiple tasks simultaneously.
Ability to build sustainable relationships with cross-functional leaders and teams.
Strong leadership skills with the ability to inspire and develop a high-performing team.
In-depth knowledge of recruitment trends, best practices, and employment laws.
Excellent communication and interpersonal skills.
Demonstrated success in employer branding and recruitment marketing.

General Information
Position Type and Typical Hours of Work:
40 Hours per Week | Monday – Friday
Onsite | Position is an in-office position with the option to work from home for 1 day a week after the 90-day probation period.
May be required to work more than forty (40) hours during the workweek, weekends, or 24 hours on-call for special projects or to meet deadlines.
