Senior Contract Specialist III

Position: Senior Contract Specialist III (US Citizens ONLY with federal clearance)

Location: Washington, DC (Hybrid)

We are currently seeking candidates who meet the following qualifications.

Key Responsibilities

  • Serve as a trusted technical resource and advisor, guiding organizations in procurement processes to ensure the successful execution of agency and operations.
  • Apply comprehensive knowledge of administrative support functions within federal acquisition operations to provide guidance on procurement procedures, contract evaluation, and administration matters.
  • Perform contract administration activities, including monitoring contractor performance, approving progress payments, and ensuring compliance with contract terms.
  • Assist in developing procurement plans, statements of work, and evaluation strategies, considering market conditions and previous history.
  • Analyze business needs to determine the most suitable contracting vehicles for procurement activities.
  • Prepare solicitation documents, contract awards, and related materials in compliance with applicable laws and regulations.
  • Execute contract modifications and conduct thorough analysis to support negotiation processes.
  • Utilize price/cost analysis techniques to support the development of solicitation documents and evaluate cost and price data.
  • Support budget development for planned procurements and analyze cost-related aspects of solicitations.
  • Facilitate the contract closeout process, ensuring all requirements are met and payments are processed accurately.
  • Safeguard interests by ensuring compliance with relevant laws, regulations, and procedures.

Qualifications And Requirements

  • Bachelor's degree with 24 semester hours in related fields (desired postgraduate degree)
  • Ten or more years of direct experience in federal contracting, including specialized experience equivalent to GS-15 level
  • Desired certifications in Federal Acquisition (FAC-C) or Defense Acquisition Workforce Improvement Act (DAWIA)
  • Mastery knowledge of contracting principles, laws, and procedures applicable to pre-award and post-award actions
  • Expert leadership skills to manage and guide a team of Contract Specialists
  • Proficiency in negotiation techniques to ensure best value awards and protect government interests
  • Excellent written and oral communication skills for presenting analysis and findings
  • Ability to analyze complex acquisition issues, identify alternative solutions, and modify contracting procedures accordingly
  • Capability to work independently with competing priorities and short lead times
  • Knowledge of federal grants/assistance management processes and financial methods (upon demand for FA management)
