    The proliferation of Open Source Software (OSS) adoption and collaboration has surged within industry, resulting in its ubiquitous presence in commercial offerings and shared digital infrastructure. However, in the public sector, both awareness and adoption of OSS is still in its infancy due to a number of obstacles including regulatory, cultural, and capacity-related challenges. This special issue is a call for action, highlighting the necessity for both research and practice to narrow the gap, selectively transfer and adapt existing knowledge, as well as generate new knowledge to enable the public sector to fully harness the potential benefits OSS has to offer.

    In this exploratory study, we map the use of free and open source software (FOSS) in the United States energy sector, especially as it relates to cyber security. Through two surveys and a set of semi-structured interviews—targeting both developers and policy makers—we identified key stakeholders, organizations, and FOSS projects, be they rooted in industry, academia, or public policy space that influence software and security practices in the energy sector.     In this exploratory study, we map the use of free and open source software (FOSS) in the United States energy sector, especially as it relates to cyber security. Through two surveys and a set of semi-structured interviews—targeting both developers and policy makers—we identified key stakeholders, organizations, and FOSS projects, be they rooted in industry, academia, or public policy space that influence software and security practices in the energy sector. We explored FOSS tools, common attitudes and concerns, and challenges with regard to FOSS adoption. More than a dozen themes were identified from interviews and surveys. Of these, drivers for adoption and risks associated with FOSS were the most prevalent. More specifically, the misperceptions of FOSS, the new security challenges presented by the smart grid, and the extensive influence of vendors in this space play the largest roles in FOSS adoption in the energy sector.

    Cenatic Foundation of Spain

    The study report provides context, detailed case studies, extracted prototypical models and maturity tools. The case studies cover a range of disciplines in public administration; e-Government, Healthcare IT, running libraries and prisons, sharing 3D geospatial information, exchanging public safety information. It includes lessons learned and best practices from government agencies - provincial and national - that have been using the approach for up to ten years.
