CDT's Kristin Woelfel in Daily Progress discussing the implications of web filtering technology’s use in K-12 schools and the #censorship concerns it raises. “In CDT's survey, nearly three-quarters of students said web filters make it hard to complete assignments. Even accounting for youthful exaggeration, 57 percent of teachers said the same was true for their students.” “[Woelfel] said she and her colleagues started to think of the web filters as a ‘digital book ban,’ an act of censorship that's as troubling as a physical book ban but far less visible.” “‘You can see whether a book is on a shelf,’ [Woelfel] said. TODAY: CDT’s #AI Governance Lab Director Miranda Bogen spoke before the PCLOB on the challenges that come with the use of #ArtificialIntelligence (AI) in counterterrorism and other national security programs. Key takeaways: 1) Use of #AI will continue to exacerbate privacy & civil liberties risk. 2) AI-powered systems remain inherently unreliable & difficult to scrutinize, making oversight critically important. 3) Ensuring human decision makers with subject matter and domain expertise can & do maintain meaningful oversight over the use of AI systems will require proactive effort. 4) AI use should not circumvent rules & safeguards established for intelligence agencies & personnel. 5) PCLOB should assess compliance with and sufficiency of existing executive policies on agencies’ use of AI. https://lnkd.in/esPVSTjN Stream Miranda Bogen’s full testimony here. https://lnkd.in/e_TXFtTF

MUST READ: CDT’s Gabe Nicholas pens Op-Ed for Foreign Policy about how #AI companies can share information with researchers about how people use their products so we can have better AI policy. He provides recs for #AI companies: 1) Give users tools to voluntarily share chat logs directly w/ researchers. 2) Use transparency reports to share aggregate info ab how people use their products. 3) Explore privacy preserving ways to share anonymized chat logs w/ researchers. 📢 Last Monday, CDT hosted a symposium on #AI & The First Amendment with The Future of Free Speech. Government officials, civil society, & academics discussed the importance of speech considerations in AI regulatory debates. Panel 1: Moderated by CDT’s Samir Jain, it included bipartisan congressional staff who discussed balancing constitutional rights, #Section230's application to #AI, and new legislation. Panel 2: CDT’s Becca Branum moderated a discussion on the First Amendment & #AI. Discussion focused heavily on #Section230’s impact in the AI era, with Eugene Volokh calling the statute a "sword and shield" for #ContentModeration. Panel 3: The Future of Free Speech's CEO Jacob Mchangama, described the balance between free speech & safety as “fuzzy,” impacting information access & traditional speech. Despite challenges, panelists remain optimistic about AI's future, emphasizing careful regulatory and technical considerations. Panel 4: In the final panel, CDT’s Kate Ruane emphasized civil society’s vital role in #AI regulation & in bringing users’ perspectives to the table. Joined by Knight First Amendment Institute at Columbia University's Nadine F. Johnson and Stand Together's Ashkhen Kazaryan, they discussed how civil society shapes change through accountability, expertise, and influence.
