It says you can get things like dog biscuits and all this new stuff. It is not at any of the stores. Am I doing something wrong? Where do you find this stuff?

The more time you spend on the game, the more stuff you will unlock. You need more trainer points to unlock more items. =]
You can get them at the discount pet stores while you are out walking your dog.. You have to have a certain number of trainer points.. I can buy beef jerky.. dog buscuits.. balloons.. I got a jump rope (which is fun to do) and a pull rope..
