Focus allows you to unleash special abilities in the specialization/inquisitor trees. They use Focus, and you replenish used Focus when you/party members successfully attack enemies. The ability in the tree will tell you what 2nd/3rd tier does for that power. You don't have enough Focus to do 2nd/3rd tier stuff for openers though, so you need those perks to increase your Focus pool so you can.
