"Too many requests" error after trying to use a smile

This is on the desktop, using Firefox.
I opened up a thread as normal, clicked the "Smile" option in the text editor and selected one. After clicking post, was told that the board wasn't working right now.
I refreshed the page, and only saw an error that said "Too many requests"

After a while, I came back, and it was working again.

I have previously seen this error on Safari on the ipad when searching for a particular smile, but not simply selecting one.

The solution is to keep a text document of the smilies that you use and either memorize or copy and paste

I get this same error all the time. It also says something like varnish cache server.
