Amita pissed me off when she told me to kill a guy and changed her mind afterwards. Sabal.

I went with Sabal on my first play. I chose right after doing some research

But all in all, Sabal isn't anywhere near as bad as Amita in the end. I know he basically wants Kryat to be a religion state and kills everyone whom opposes it. Amita wants to enforce child labour to build Kryat. I read about her ending after i beat the game, and i chose right in my opinion.
