In Destiny, in the first part of the Solarii level, I'm having problems getting my rope arrow to work on the cage swing - I just don't get rope... is that happening to anyone else. what am I doing wrong?

I guess it's technically the end of the geothermal caverns to cross over to the fortress..... Do you have to have 100% of the items to get the arrow rope to work?
