Yeah that's all I've heard/read too, I don't really think there will ever be a Bully 2.

Last time rockstar pronounced something about a sequel to bully 2 was back in Feb. of 2012, but it was just a reply on how happy they were that fans were still enthusiastic about it 5 years after the debut. If they have a sequel planned it will not be anytime soon.
