I'm confused - most sites say you need to level up the sword she gives you twice, but when I ask her to be my friend, she just talks about the circus, and I've levelled up Max's and Monica's weapons loads of times, and don't remember her giving me anything.

switch to monica and talk to milane she'll give you a sword that you have to level up to a chopper. Just follow the synthesis path on the top and when it becomes a chopper bring it to her.
