Why are the D.U.P. still around after the game is completed? Delsin clearly dismantled the orginization after Augustine went down yet they're still driving around with those APC's.

Otherwise the game world would be completely empty. It allows you to go back and clear any areas you haven't yet completed and mop up all the side missions. That way you can 100% the game.
