Are you playing DRIV3R on PS3? If so, then that is one of the glitches when playing PS2 on PS3. The only way to beat the game is to enter the cheat to unlock all missions, and then play the first mission in Istanbul and the last mission in Istanbul, turn off the cheat and you beat the game. I know it's not the best way, but it was the only thing I could figure out to beat it without getting stuck on a mission. And even if you do get past it without cheat, it will happen again in a few more missions.
