Is there an open-world LOTR game on console?

I really want a game which is very similar to Skyrim - where you can create your own character, level him up, buy better gear, and explore the map, etc - but just set in middle-earth.

Does this already exist or does anyone know of any plans to create a game like this?

I'm personally not aware of one and feel that they are really missing a trick

There were plans to make Lord of the Rings: White Council, a Skyrim-type game in 2007, but due to "management issues" and work on Lord of the Rings: Conquest, the game was cancelled.
