It wasn't even a required law back then.
That doesn't mean it isn't a good idea. I'm actually surprised Batman hasn't equipped the Batmobile with belts more like the "over the shoulder" type we now have in the front seats of cars.

;^) This was 1966. Safety was important, so it was important that children's role models set the good example, instead of the other kind. True, shoulder straps would have been safer, but again, this was 1966. Such things didn't exist in automobiles back then.

Oh, I was referring to modern incarnations of Batman and the Batmobile.

:^, I would expect a modern take on a Batmobile to include a five point harness system much like what race drivers use today. Safety really is important. On the other hand, maybe Bruce Wayne has a subconscious death wish, and that's a good portion of his motive for doing the Batman thing in the first place. That actually lends a lot of credibility to the Batman mythos, even as it takes a lot of the mystique out of it....
