Getting 5 Scrollbars when viewing Chrome notifications

Whenever I open the notifications panel, there are 5 scrollbars 2 the right:

The farthest right scrolls the main page, the middle just moves the notification panel up and down slightly, and the farthest left scrolls the notification panels.

Not a big deal, but I've been seeing this behavior for some time now. Test with/without ad block with Chrome. Edge and Firefox only show 3 scroll bars. Obviously, there should only be 1.
