Buu killed everyone on earth

They wished everyone back to life after defeating Buu "with no memory"

So all the people killed by Gero in South City, at least a half dozen buildings full
Everyone imperfect cell absorbed, which is shown to be at least 2 ghost towns
Everyone on the many heavily populated islands semi-perfect cell blows up
Everyone in the massive military attack they launched on Cell before the games.
And all the smaller scale casualties caused by 18 and 19

Going back ~4 years more this is also an entire city and naval fleet Napa destroys. as well as a few camera crews

None of them were able to be brought back to life, and since the people of earth had the memory removed, I assumed they just disappeared as far as everyone knows

That always bothered me as a kid. Shenron has all these rules about wishes...unless your life is inconsequential. Then bugger the rules
