Sacrifice triggers on the stack

Can I respond to an instant ''destroy target artifact'' on Phyrexian Altar , by sacrificing Reassembling Skeleton , then using mana I gained from Phyrexian Altar (and another source like Pitiless Plunderer ) to return Reassembling Skeleton and do it again?

Yes. Most activated abilities are instant speed (if they're not, they'll say so). Mana abilities can be activated at any time. You can absolutely run through that loop any number of times before the destroy artifact spell resolves, though it won't keep your Altar alive without something else.
