Can spells with Split Second on them be used to avoid countermagic?

if i cast Pillage can i hold priority/respond to it with Siege Smash before the opponents can respond with Spell Pierce?

In this case, the important bit is in the last couple sentences in the cited rules. If you cast Pillage, you can hold priority and cast Siege Smash, which more or less shuts down the stack so nobody gets priority (aside from a couple of weird exceptions that aren't directly relevant to the question). Once Siege Smash resolves, though, the stack opens up, you regain priority, and if you pass, your opponent then gains priority and can cast a counterspell targeting Pillage.
