- Fill in the format. I suspect Vintage, since you are playing Demonic Tutor.
- What is the budget? If there is none, go with Badlands, Mox Ruby instead of 1 Simian Spirit Guide
- You are playing just 1 blue card, and it's not that much relevant - Windfall. Throw it away and you can then go two-color with much more stable and less painful mana-base. Remove 4 Aether Hub and 4 City of Brass. Play instead 1 Blood Crypt, 1 Raucous Theater, 1 Graven Cairns, 1 Sulfurous Springs, 4 Blackcleave Cliffs
- Memory Jar is an insane card in this strategy, since it causes your opponent to discard 7 cards while it gives you more cards to play. I would replace it for 1 Howling Mine. Jar may well be a reason to still play blue - for Tinker. In that case also replace a few swamps for Vault of Whispers.

Mill is fun. Mill was one of my first loves (and still is!) for any sort of MTG deck. However, I see some options to further Traumatize your opponents:
- Fractured Sanity is fun for all opponents. Or more fun for you. Brain Freeze is another fun instant mill that I highly recommend.
- A big concern I have seeing this is that people use graveyards as much as other resources, so being prepared for that may help you out in the long run. You mention graveyard hate is meta-dependent... but, in my experience, graveyard shenanigans are everywhere. My recommendations are Grafdigger's Cage, Tale's End, Stifle, Trickbind, Time Stop, and Discontinuity as stops to things like, for example, Eldrazi graveyard triggers.
- If you want a classic monocolor strategy and if you have enough of them, it's not uncommon to replace all the basics with snow-covered basics and use Extraplanar Lens as an acceleration engine. For you, I think that may not be a bad idea.
- Other fun toys that synergize with one or more of your toys: Windfall, Memory Jar, Isochron Scepter, Forbid, Jace, Vryn's Prodigy Flip, Commandeer, Sunder, Teferi's Puzzle Box...

Library of Leng essentially gives you unlimited hand size since you never have to discard down to 7 (or whatever your handsize is). You simply don't discard since you don't have a discard phase, it does not technically effect your hand size.
It also works well when some one casts Windfall or even your own effects like cycling or cards like Frantic Search. You may also discard what you don't want to your graveyard but discard what you do want to the top of your library to draw again. It tends to be a strangely useful and underapreciated card.

Ahh yes, Wizard tribal. Amazing. Here's some cards to tutor, draw & ramp your way to victory with:
Mystical Tutor, Personal Tutor, Solve the Equation, Gamble, Fervent Mastery & Vedalken AEthermage are worth considering as tutors here imo. Most of the other tutors in this color combo are Artifact tutors like Fabricate, Reshape & Reckless Handling...which I suppose could end up playing into a revamped strategy here as the deck develops, who knows?
For draw, Windfall, Wheel of Misfortune (& Wheel of Fortune if you're cut like that), Tolarian Winds, & Decaying Time Loop are all great with this commander. Cantrips like Ponder & Brainstorm should probably make the cut as well, it's hard to top that value for 1 mana.
As far as ramp, I always try to roll with at least 10 mana rocks, a handful of rituals & perhaps a few cost reducers when I'm within , depending on the your deck's mana curve. I know that sounds extreme, but I swear it makes your deck awesome, especially the more it develops. As the quality of each card goes up over time, consistent ramp becomes more and more important.
Also, some combo pieces to pair with Dualcaster Mage wouldn't hurt either. Twinflame, Heat Shimmer & Ghostly Flicker all work, the former 2 are definitely more synergistic with your current list though.
I could yap about various bangers for this commander like Bribery & Acquire all day, but I'll stop here unless you request more.
Lastly, a bit of bad news...Vadrik, Astral Archmage is the best commander for big X spells lol, he's insane. I might even say that he's the best one in that color combo in general.

xipee808 The flash does help a lot. And I might be underestimating it. But I will suggest, like you mention, running the full playset is probably too much. Hullbreacher cuts into the mill plan (but I see the Laboratory Maniac in the sideboard) and the draw-damage pressure. I think I see where you're coming from, but just to be sure, could you explain the intended use step by step?
What I see is:

Use a wheel, let's say Windfall.

Flash in Hullbreacher.

Everyone discards, let's say Tourach, Dread Cantor gets big and Liliana's Caress spikes your opponent.

You draw cards = your discarded hand and create Treasure = your opponent's discarded hand.
You're in a good spot now, you have resources and your opponent should be on the defense. A lot of those resources rely on your opponent having a reasonably discardable hand, though, so I assume you want to swing with Tourach and/or feed an Exsanguinate and end the game quickly.
I have to admit, I have more experience with pure discard than with wheels, so I might just need to see it in action, but I see Hullbreacher being a 1- or 2-of at most as a finisher, and not as part of the control plan.
How do you get your opponents to discard without them drawing for more than one turn, if you can "wheel and gain from Liliana's Caress and other enchantments"? Once they discard, their hand is empty, and Breacher stops them from significantly refilling their hand.
Still, this is a solid looking deck, so nice work! Have you been able to use it in live matches a lot?

The story behind this deck is so cute, I love it. Let's get to it.
The first thing I noticed when evaluating the potential consistency of this list is that you need to trim some fat from your gameplan. Personally, I'd cut down to 30 lands, include a list of mana rocks & mana rituals, dial into the key pieces that are actually going to win you the game like Windfall & Ojer Axonil, Deepest Might Flip by cutting stuff like Omniscience & Price of Knowledge for tutors like Mystical Tutor & Vampiric Tutor.
If you'd like, we can strip the list down and rebuild it from scratch together, I love Nekusar lol.
