Medic put them in animal costumes because that's probably what the Medic considers them as. Filthy animals.

For everyone who doesn't get it, medic is an aristocrat, and the spy and scout are either revolutionaries or thieves, maybe both. Medic knocks them unconcious when their backs are turned, ties them up, and films them being forced to fight to the death to send a message to anyone who plans something similar. As to why medic puts them in animal costumes, i just don't know.
