Inventory and Note Screens Sickly blue color

For whatever reason, every menu in the game with the exception of the startup is a weird, sickly bright blue. Any idea how o fix this?

If you open your inventory after drinking a sanity potion, or making progress, and close it before it finished fading, then it will be stuck, simply recover sanity, and press tab, and fully wait for it to fade.
