Survivors have it too every now and then. It depends on whats needed. If there are loads of killers playing- then the survivors gets the 100% so the game can get more survivors.

Killers usually have the bonus later in the evening, since there are more friends playing survivors together then.

Yeah as the other person said its just incentive for players to play certain side to balance the numbers between killers and survivor players.
