Mysterious performance quirk?
So I've just bought the game, had Marvels Spider-Man Remastered and no issues with it. However, in this one, SPOILERS: after Aaron finds out about Miles, I notice during cutscenes and in some indoor sections, my GPU utilization bounces between 100% and 30%. I started a new game to test this, and I was able to repeat this. Checked my settings. At first, I had RT on at 1440p, with everything cranked. I turned off RT and it was the same. I then switched between presets all the way down to very low. Tried with FRS3 and IGT and XeSS and no difference, it had all the same issues. My CPU is constant at around 60%, whether its during the smooth sections or during the stutter. Can anyone help me out here? Specs listed below

CPU: Ryzen 7 5700
GPU: XFX RX 7800XT
RAM: 32GB DDR4 3200Mhz
Motherboard: B550 Gigabyte Gaming AX V2
Storage: WD Black NVMe 2tb 5000mbps speed
(Smart Access Memory/Resizable Bar enabled)
PSU: 700w 80+ gold EVGA

EDIT: I am running with FSR3 Frame Generation, but I haven't seen any reports of it causing performance issues

Likely a quirk of the frame generation implementation. This is far harder to implement correctly than many realize.
