Every character can pass, but Point Guards have better passing ability with the exception of Big Dog (who is a Center). You can check your character's "Pass" attribute, so the higher it is, the faster and more accurate your passes will be. If your Pass attribute is low, there's a good chance that the farther away you are from your teammates the more likely the receiver will miss the pass (character will have a yellow "!" above their head) and it will become a loose ball.

It's also easier for the opponent to intercept the pass if they are in the passing lane, so it's best to pass to the closest teammate if your pass attribute is low, but if your teammate is wide open, it's better to take the risk and pass to them even if they are far away.
