I'm not sure what sort of verification the wiki is expecting, but I can confirm that I am in the situation described (the quest is active but I cannot report to Des because she insists on my picking a side).
"Please, work with us instead of the Minute Men"[]
When reporting to Desdemona to complete the quest, she may force you to choose to "Side with the Railroad" first before acknowledging your task at Malden Center is complete. Choosing "I don't know" or "Side with Minutemen" will simply lead her back to this same question again. Telling her what she wants to hear will initiate Underground Undercover, the first step towards destroying the Institute and the Prydwyn. The only way around this is on PC using the console command setstage 000a8baf 500
