Advanced Power Armor?[]

Since this was a pre-war attempt to make an improvement on T-51b and since the Enclave did eventually develop and armor that does sound a lot like this prototypes description, could it be that the APA that we all know and love is based on ATHENA? Perhaps ATHENA itself may be have been better than the Post War APA considering the Enclave had a lot better resources before everything went to hell, but if they had access to prewar specs it would've made the development of APA much easier.
