Captain Mayburn was the leader of a militia in a small community located just outside the Commonwealth.
Background[]
Mayburn was the murderer of Piper Wright's father. Her father somehow discovered Mayburn's plan to sell the community out to raiders. In exchange for the sacking of the town, Mayburn was to be given a large cut of the loot. Although Piper would ask him to investigate her father's death, she felt he was toying with her.
Piper used a Stealth Boy to sneak into Mayburn's office. The Stealth Boys belonged to her father which proved useful in uncovering his death when Piper discovered Mayburn was collaborating with the raiders, and he would receive 10% of the spoils. Although Mayburn wanted 20%, the raiders told him not to push his luck and threatened they could destroy the town. Piper then published her first paper, detailing Mayburn's list of crimes. The community was outraged, and he was exiled. His fate is unknown.[1]

Mayburn appears in Fallout Shelter Online and is mentioned only in Fallout 4. In Shelter Online, he only appears in Piper's Hero Biography.
