Dom Pedro is an unseen character in Fallout. He has an unknown history with the Ghoul.

Dom Pedro is suggested to be a gang leader or warlord in an area outside of New California[1] who has some kind of history with the Ghoul. Sometime in 2266,[2] Dom Pedro caught the Ghoul and buried him alive in a cemetery in his fortress, with only an IV drip of vials to keep him sane. According to Honcho, Dom Pedro exhumed the Ghoul once per year just so he could cut off pieces of him before reburial.[3] The Ghoul was freed from his prison in Dom Pedro's fortress in 2296.
